British government 's objectives in Vietnam in 2009-2010

The UK Foreign and Commonwealth Office (FCO) has a new strategic framework to deliver its foreign policy goals in 2009-2010. Basing on this, the British Government's missions in Vietnam have set out the following objectives for 2009-2010:

Objective 1

UKTI will focus on the objectives and activities listed in the UKTI Scorecard. Headline targets are expected to be a revenue target that is set at 117% of the 08/09 target while the Services Delivered target will remain unchanged.

UKTI will also focus on market access and trade policy issues primarily focussed on ensuring Vietnamese compliance to WTO obligations and JETCO commitments. The JETCO agenda will evolve in 09/10 becoming a focus for business-critical issues affecting UK businesses in Vietnam. A consultation process with British business will becarried out.

Objective 2

Support managed migration from Vietnam while reducing intake and increasing the number of Vietnamese immigration offenders removed

Objective 3

To support Vietnam on achieving sustainable economic growth, with attention to progressive transition to a low carbon economy (DSO 7: Promote a low carbon, high growth, global economy)

Objective 4

Vietnam playing an active role in progressing issues on the international agenda - including the UNSC - and helping to increase the capacity and effectiveness of key international institutions (including through commitment to PKO).

Objective 5

Removal of Vietnam from the UK's list of Countries of Major Concern in the annual FCO Human Rights report, following evidence of sustained improvements in Vietnam's civil and political human rights record, in line with its international commitments and its objective of long-term sustainable development.  Progress on the wider governance agenda, anti-corruption, media and the rule of law.  Gains on economic and social rights insured in face of global economic downturn.

Objective 6

Delivery of high quality support for British nationals in Vietnam, in normal times and at times of crisis.

Objective 7

FCO's Vietnam network will deliver knowledge, access and influence to help our Partners Across Government deliver their objectives in Vietnam.  The network will be managed to deliver maximum effectiveness, impact, efficiency and flexibility.




UK-Vietnam joint statement
